
Dr. Thornber has advised U.S. electric utilities on major long-term power purchase programs ranging from direct contract negotiations to the development of formal competitive bidding systems. Dr. Thornber has also advised parties to major acquisition and restructuring transactions, as well as parties involved with insolvencies and other distress situations.
In the United Kingdom, Russia and Ukraine, he has advised on the restructuring and privatization of the electricity supply systems, including the form of regulation, competitive power market arrangements and the acquisition of major power supplies in a market environment. Dr. Thornber has also consulted to electric companies in Scotland, Poland and New Zealand.
Dr. Thornber was a managing director of PHB until 1994. He previously served as vice president-finance of U.S. Synthetic Fuels Corp. He received a B.A. and a Ph.D., both in economics, from the University of Chicago.
