Larry E. Ruff
Managing Director

With twenty-five years of experience as a professional economist, corporate planner and research manager, Larry Ruff has a record of achievement as a high-level advisor, expert witness and policy analyst. For the past ten years, he has focused on the economics of the electricity and gas industries in the United States and abroad. He also has played major roles in the design of the competitive market, contractual and regulatory arrangements used in most of the competitive electricity restructuring programs outside the United States.

Dr. Ruff has testified widely before state utility commissions and the FERC on pricing and market issues and in the application of competitive market principles to utility rate design and least-cost planning/demand-side management. Dr. Ruff is an active speaker and author on these topics.

Before joining PHB, Dr. Ruff was director of planning of the U.S. Synthetic Fuels Corporation; director of energy economics at W.R. Grace & Co.; head of the National Center for Analysis of Energy Systems at Brookhaven National Laboratory; and director of the Washington Environmental Research Center of the Environmental Protection Agency.

Dr. Ruff received a B.S. in physics from the California Institute of Technology and a Ph.D. in economics from Stanford University.
