
Dr. Pifer has presented findings to senior management and boards of directors of client firms, to industry associations and to senior staff of both executive agencies and legislative committees in Australia, Canada, England and Wales, New Zealand, Norway, Scotland, Singapore and Spain, as well as throughout the United States. He also has testified on a wide range of economic, energy and environmental issues before both houses of Congress, federal and state courts, arbitration panels and regulatory agencies in Australia, Canada, New Zealand, the United Kingdom and the United States.
Dr. Pifer has been PHB's chairman since 1991, having previously served as PHB's chief executive officer from its founding in 1976. Prior to founding PHB, Dr. Pifer was a member of the Harvard Business School faculty, where he taught courses in managerial economics, finance, public policy and strategic planning.
He received a B.S. in chemical engineering, an M.S. in industrial administration and a Ph.D. in economics from Carnegie Mellon University.
