William G. Moss
Principal

William Moss is an economist with more than twenty years of experience in consulting, research and teaching. With project management experience and skills in microeconomics, econometrics and statistics, he has assisted clients in the electricity, natural gas, telecommunications and bio-technology industries.

For large utility clients, Dr. Moss has conducted studies of the demand for electricity and the impact of conservation programs. For telecommunications clients, he has studied the demand for telecommunications services, the value to users of a range of services provided by a new digital technology and, in a predatory pricing case, the incremental cost of long-distance telephone service. For a biotechnology client, he contributed to a study of the sales and uses of the client's pharmaceutical. Dr. Moss has also provided litigation support in cases involving securities fraud, bankruptcy, predatory pricing and contract disputes.

Before joining PHB, Dr. Moss taught economics at the University of California, Davis, and was a managing associate and senior economist at Urban Systems Research & Engineering and a vice president in the energy program at Charles River Associates.

Dr. Moss received a B.A. and a Ph.D. in economics from the University of California, Berkeley.
