Mr. Luciani has also assisted clients and their legal counsel in the tactical and strategic management of numerous complex litigation matters. These projects have included electric utility prudence and rate cases, hazardous waste insurance recovery actions, assessments of economic damages in commercial disputes and postal rate and reclassification cases. He has also appeared as an expert witness in regulatory proceedings.

Prior to joining PHB, Mr. Luciani worked as an Edison engineer for the General Electric Company and as a financial analyst for IBM Corporation.

He holds a B.S., with university honors, in electrical engineering and economics and an M.S., with distinction, in industrial administration from Carnegie Mellon University.
