William W. Lindsay
Director

William Lindsay is experienced in regulatory economics and public policy analysis, focusing on issues affecting the electric power industry. He has directed studies on the deregulation of the electric power industry, barriers to intersystem power transfers, bulk power markets, state/federal jurisdictional issues and foreign electric power systems. He has testified before the Federal Energy Regulatory Commission, state regulatory commissions and courts on electric rate, transmission and other issues.

Prior to joining PHB, Dr. Lindsay served as director of the FERC's Office of Electric Power Regulation from 1977 to 1982. In this capacity Dr. Lindsay was responsible for policy and analytical guidance on wholesale electric and transmission rates, interconnection of power systems, acquisitions and mergers and the licensing of hydroelectric power plants. He also served the Federal Power Commission as chief of the Division of Rates and Corporate Regulation and as deputy director of the Office of Economics. Subsequently, he was a principal of the consulting firm Pfeffer, Lindsay & Associates.

Dr. Lindsay holds a B.S. and an M.A. from the University of Pittsburgh and a Ph.D. in economics from Ohio State University.
