
For the last decade Dr. Hieronymus has focused on restructuring utility industries, both in North America and abroad, assisting clients in effecting new market and regulatory institutions and in developing and implementing strategies for competing effectively in their new economic environments.
He has advised utilities and governmental bodies on creating market and transmission system institutions; regulatory systems and commercial contracts; internal restructuring; pricing and regulatory initiatives; and evaluating and mitigating market power.
Dr. Hieronymus has provided expert testimony in numerous regulatory, judicial and legislative proceedings. His more recent testimonies concern restructuring and mergers, covering such topics as market power, its mitigation through divestiture and other means, and transition cost recovery.
Before joining PHB, Dr. Hieronymus was a consultant with Charles River Associates.
Dr. Hieronymus received a B.A. in social science from the University of Iowa and an M.A. and a Ph.D. in economics from the University of Michigan.
