J. Stephen Henderson
Principal

Stephen Henderson has an extensive background in the economics and regulation of the electricity industry. Formerly with the Federal Energy Regulatory Commission, he helped formulate electricity policy there, including the transmission access and pricing policies in Orders 888 and 889. He has worked on market power issues in mergers and market-based pricing cases, from both market definition and market behavior perspectives. His professional focus includes corporate restructuring, power pooling arrangements, transmission reservation systems and competitive power markets.

While at the FERC, Dr. Henderson was associate director of the Office of Economic Policy. Prior to joining the FERC, he was senior institute economist at the National Regulatory Research Institute, where he wrote extensively on electricity and natural gas regulation, price discrimination and performance measurement. In addition, he was an assistant professor of economics at Ohio State University and an instructor at the Air Force Institute of Technology.

Dr. Henderson received a B.S. in international affairs from the U.S. Air Force Academy, an M.A. in economics from Georgetown University and a Ph.D. in economics from the University of Wisconsin.
