Scott Harvey has extensive experience in the economic, regulatory and public policy analysis of energy industries. Dr. Harvey has been extensively involved in the development of market-based energy, capacity and transmission pricing systems for the electricity industry, particularly in California, New York and the PJM Interconnection. He has also analyzed the competitive pricing and valuation of electricity generation and transmission assets and assessed the impact of alternate regulatory structures and pricing mechanisms on the valuation of utility assets.

Dr. Harvey also counsels clients on antitrust review of mergers and acquisitions, particularly in the energy industries, and has assisted legal counsel in investigations and litigation involving predatory pricing, price discrimination, monopolization, price fixing, exclusionary conduct and the determination of damages. He has also analyzed transfer pricing issues and gas pipeline pricing strategies.

Before joining PHB, Dr. Harvey was an economist for the Bureau of Economics, Federal Trade Commission, where he participated in numerous antitrust investigations in the oil and gas industry.

Dr. Harvey received a B.A. in economics from the University of Illinois at Urbana and a Ph.D. in economics from the University of California, Berkeley.
