The author of numerous articles on environmental management, Mr. Devitt has provided expert testimony on behalf of many organizations, including the National Academy of Engineering and the U.S. government, in a number of environmental litigation cases.

Before joining PHB, Mr. Devitt was executive vice president of PEI Associates and CEO of Bioassay Systems. He also served in the U.S. Public Health Service and the Environmental Protection Agency, where he was the program manager responsible for administering many agency contracts, primarily in the areas of technology performance, cost/benefit analysis and competitiveness.

Mr. Devitt is a registered professional engineer and a diplomate of the American Academy of Environmental Engineers. He received a B.S. in chemical engineering from the University of California, Berkeley, and has pursued environmental engineering graduate studies at the University of Cincinnati.
