
Before joining PHB, Mr. Chandley was an assistant chief counsel at the California Energy Commission (CEC), where he worked on virtually every aspect of California energy policy over the past twenty years. He focused on electric utility regulation; integrated resource planning; demand-side management and utility incentives; alternative energy development; and QF acquisition. More recently, he led a team working on electric utility restructuring, representing the CEC at the California Public Utilities Commission and FERC. He also served as the state representative on the WEPEX Steering Committee, which helped prepare the California restructuring applications, and advised the California legislature and the governor's office.
Mr. Chandley has authored numerous comments, papers and presentations on electric restructuring. He holds an A.B. in political science from the University of California, Berkeley, and a J.D. from the University of California Hastings College of the Law in San Francisco.
