William H. Babcock
Director
William Babcock has two decades of experience in consulting
and economic research in the energy industry. He has conducted strategic
planning, market and technology assessments and financial analyses for
public and private sector clients. His current work focuses on electric
utility restructuring in the power and fuel markets. Examples of recent
assignments include assessing bulk power markets to support a leveraged
buyout of utility generation assets; evaluating power pool restructuring
proposals; evaluating utility power purchase options and power market conditions
in support of utility contract negotiations; analyzing the market power
impacts of proposed utility mergers; assessing environmental compliance
options; and developing a quality assurance control program for utility
marketing programs. He has also evaluated U.S. and world fuel market conditions
in support of corporate strategy development.
Prior to joining PHB, Mr. Babcock was a vice president in the energy
program at Charles River Associates.
Mr. Babcock received a B.A. and an M.A. in economics from Washington
State University. He has completed coursework for a Ph.D. in economics
at the University of Maryland.
